Thank you very much! Everything you wrote appeared right.
After removing xinetd and do
# systemctl enable leafnode.socket
# systemctl restart leafnode.socket
I can connect locally.
When I examine my firewalld opened ports I've found that 119 is closed:
# firewall-cmd --zone=public --list-all

After I opened it I can connect from outside:
# firewall-cmd --zone=public --add-port=119/tcp
success
