traceroute ip.ip.ip.ip will probably help you in telling, which router
refuses to forward the packets to your server.
In case, you're trying to connect from home and your server-IP starts with
10.x.x.x
172.16.x.x up to 172.31.x.x or
192.168.x.x
it's probably either your router at home or your ISP.
In the case of some interestingly configured routers on the way, maybe
traceroute -T -p nntp ip.ip.ip.ip
may tell you more.
In any case, the error message does not seem to be related to xinetd or
leafnode any more. It's more of an issue with the network.
