They prevent _articles_ from being downloaded (with the exception of
only_group_pcre which masks non-matched groups from a particular server)

Not in leafnode-1.9. It assumes trusted readers for the most part - and
provides no access control whatsoever - access control is a matter of
your inetd or xinetd or other superserver.
