True. Leafnode does not edit files in /etc. If we want to change that,
we need group management and need to move the local.groups to /var/...
to avoid confusion.

It doesn't work like that, the set of local groups is currently static.
I don't know how many places in leafnode are built upon this assumption
- but I know I have always written code with that assumption in mind.
