It's an artefact of the way Automake implements the dependency tracking
by way of the depcomp script and some code in the configure script.
(In projects using Libtool, the two targets are different.)

I don't quite follow.  Listing the same target twice isn't a bug.
Are you reporting a bug or is this just out of curiosity?
