This is an inetd error, pertaining to its connection rate limiting.  Normal NNTP is done in 
a single connection so it's possible that though the connection arrives, Outlook isn't aware 
of that fact so it tries again, and again, and again... (Why it doesn't stop after X attempts
is another matter). What's the network relationship between the two machines; is there a
firewall, proxy, vpn tunnel or some other gateway present? And do other protocols work as
expected between those same two machines?

Can you inspect the traffic that's sent e.g. with ippl or tcpdump or similar?  Knowing where 
in the session it fails might help.
