I assume you also saw my uk.r.c post where I'd noticed the problem? I've
just posted there again and it leaves my news spool so the mod status is now
correct at this end

This worked for me
uk.religion.christian 0000201183 0000190789 m
Just as another datapoint
grep Moderated /var/spool/news/leaf.node/groupinfo | grep " y " | wc
2053 19796 146404
grep Moderated /var/spool/news/leaf.node/groupinfo | grep " m " | wc
10109 124204 1047533
so there's considerably more correct than wrong (though 7000 of those are
gmane groups which aren't supplied by the other servers and none of those
appear to be incorrectly flagged). Yes I know not all moderated groups have
Moderated in the description but it's a starting point

Unless something is converting tabs to spaces you need tabs (I think!) as
separators in groupinfo
