This is a situation that leafnode-1 cannot handle any better, so you can
consider it a known design issue.

Leafnode-1, when updating the active file, needs to contact all servers
in the same go, because it doesn't store one active file per server, but
only a single large one.

I can come up with two options to resolve this off-hand:

- make sure that leafnode can contact both of the servers in once go,
  it'll then shut up for 90 days (or whatever you set for active_timeout)

- you can set the noactive option in config for one of the servers
  (you'd set that for the server that has fewer groups usually).
