20040129a: Changes since 20040122a:
+ Feature: newsq -c now checks the queue if there are articles to post.
  Exits 0 if there are, EX_UNAVAILABLE if there are not, EXIT_FAILURE on
  error.
+ Feature: lsmac.pl now handles files as well as directories and allows
  for a -d option as ls does, that prevents descending into directories
  and prints the directories' times instead.
+ Robustness: leaf.dnoe/server[:port]~ files are now line buffered to
  make them actually useful after a crash.
+ Documentation: new README-leaf.node file.
+ Feature: forward port "noactive" from leafnode 1.9.25+.
+ Cleanup: drop support for "supplement" in configuration file.
